5856e6b2aa chore(01-01): create pre-commit configuration 
- Add ruff hooks for linting (with --fix) and formatting
- Add standard hooks: trailing-whitespace, end-of-file-fixer, check-yaml
- Use ruff-pre-commit v0.14.13
