The global @media (pointer: coarse) rule was forcing min-height: 44px on
toggle button elements, inflating them from 20px to 44px. Added
data-slot="toggle" to all 10 toggle buttons and a CSS override to reset
their min-height, keeping the parent row as the touch target.

Heartbeat service resolves cwd from task session, project primary
workspace, or agent home directory (~/.paperclip/instances/.../workspaces/).
Adapters receive workspace context and forward it as env vars and
session params. cwd is now optional in adapter config.

Add per-agent maxConcurrentRuns (1-10) controlling how many runs
execute simultaneously. Implements agent-level start lock, optimistic
claim-then-execute flow, atomic token accounting via SQL expressions,
and proper status resolution when parallel runs finish. Updates UI
config form, live run count display, and SSE invalidation to avoid
unnecessary refetches on run event streams.

Replace plain text env var editor with structured EnvVarEditor
supporting plain values and secret references with inline "Seal"
to convert a value to a managed secret. Add issue hide action via
popover menu on issue detail. Adapters now emit envBindings with
typed plain/secret_ref entries instead of raw KEY=VALUE strings.

Drop the unused contextMode field from the agent schema, shared types, validators,
and all UI references. Merge wakeOnOnDemand and wakeOnAutomation into a single

Shared primitives (Field, ToggleField, ToggleWithNumber, CollapsibleSection,
DraftInput, DraftTextarea, DraftNumberInput, HintIcon, help text, adapterLabels,
roleLabels) extracted into agent-config-primitives.tsx.
AgentConfigForm is a dual-mode form supporting both create (controlled values)
and edit (save-on-blur per field) modes, used by NewAgentDialog and AgentDetail.
