The cache-first strategy for static assets was causing pages to serve
stale content on refresh. Switched to network-first for all requests
with cache as offline-only fallback. Bumped cache version to clear
existing caches on activate.

Add favicon and web manifest branding assets. Major AgentDetail page
rework with tabbed sections, run history, and live status. Add
PageTabBar component for consistent page-level tabs. Expand
AgentConfigForm with more adapter fields. Improve NewAgentDialog,
OnboardingWizard, and Issues page layouts.
